Jersey Water dropped a bombshell last week. They warned that cleaning PFAS—those notorious “forever chemicals”—out of the island’s water supply might cost upwards of £210 million. And that’s before you factor in the years of implementation. The result? Customer bills could skyrocket.

Helier Smith, the chief executive officer, didn’t mince words. He said the price tag could add 70% to 710% to your water bill. That would make Jersey the most expensive place on earth for water. Nobody wants that. Least of all Jersey Water.

But here is the tension at the heart of the island’s environmental dilemma: safety vs. solvency.

The Science and The Standard

A final report by the independent PFAS (Per- and polyfluoroalkyl substances) Scientific Advisory Panel is clear. Jersey Water has followed UK standards. But following the UK standard might not be good enough for Jersey.

The panel recommended a much stricter limit: four nanograms per litre of drinking water. Jersey currently uses the UK guidance of ten nanograms per litre. The panel calls the UK figure impractical for this specific context. They want a local definition. A tighter leash.

Why does it matter? PFAS do not break down. They stick around. Forever, effectively. There is a linked history of these chemicals causing serious health issues. Kidney cancer. Testicular cancer. You don’t want those in your tap water.

Jersey Water insists the local water is safe to drink. They stand by that statement. But they also agree the island needs a framework to manage the chemical presence. A plan. A strategy. Something concrete.

Who Pays The Bill?

Deputy Hilary Jeune heads the Environment Scrutiny Panel. She says the government needs to come clean. Tell the people how they will balance the risk to islanders against the cost of solutions. She thinks the water is safe. But it could be safer. The public needs to know how that happens without breaking the economy.

There is anger simmering in quarters like Water Awareness Jersey. Campaigners want action. Quick action. And they are concerned about fairness. Why should taxpayers foot the bill for problems they didn’t create?

The contamination has a source. Back in the early 19900s, firefighting foam containing PFAs was used on the airport fire training ground. It leaked. Into the neighbouring area. Into private borehole supplies.

Last year, the extent of the spill was revealed. It was bigger than anyone thought.

Real World Impact on Families

This isn’t just data for Jersey Water. It affects daily life. Water Awareness Jersey is pushing for PFAS filters in public buildings. Schools. Nurseries. Protecting the kids.

The panel’s recommendations go beyond just drinking water. They suggest discouraging free-range egg production in affected zones. Periodic potato testing in contaminated spots too. Food safety is part of the puzzle.

The timeline is another point of friction. Ian Cousins, the panel’s environmental expert, looked at other places where similar measures were taken. It took them three to five years.

Jersey Water’s £210 million price tag assumes building a new treatment plant from scratch. Cousins calls this an “exaggeration.” He argues the lower-cost calculations—based on retro-fitting existing plants—make more sense. Building new infrastructure takes time and money. Tweaking what’s already there is cheaper. Faster.

Jersey Water is currently testing different reduction methods. Results are expected next year.

The Verdict?

Ministers will respond to the report in more detail as the year progresses. The scientific advisory panel has spoken. The utility has warned of financial ruin. The campaigners are marching.

What is the middle ground? A cost-effective solution that keeps water affordable but safe. A retrofit strategy that respects the budget while meeting stricter safety limits. It seems obvious in theory. In practice, the political and financial gears are grinding slowly.
